What Rhode Island’s pages say

OER press release Sept. 23, 2026: Rhode Island is 'the first state in New England to launch the federal Home Owner Managing Energy Savings Rebate Program' (DOE-approved). OER May 11, 2026 release said Rhode Island was 'one of only 12 states in the U.S. with active HEAR Programs' and that OER intends to expand the moderate-income HEAR program statewide later in 2026. The May pilot (announced before DOE's May 29, 2026 notices) includes gas-capping support; the OER page (updated Sept. 22, 2026) does not say how the program changed under DOE Program Notice 26-2. OER's site blocks automated fetching intermittently.

The Building Performance Association's June 2026 map, a trade-group source and the only national list since DOE stopped publishing one, lists Rhode Island as “Applied & Rebates Available (launched)”.
