Utilities in the Los Angeles area

Utility efficiency programs follow the company that delivers your power or gas, so check your bill before you book anything.

Electric

  • Los Angeles Department of Water and Power (LADWP) City of Los Angeles (city-owned utility; SCE's service area excludes the City of Los Angeles) Source ↗
  • Southern California Edison (SCE) Most of Los Angeles and Orange counties outside the City of LA and municipal-utility cities; SCE says it serves 15 million people in 50,000 sq mi of central, coastal and Southern California, excluding the City of Los Angeles and some other cities Source ↗
  • San Diego Gas & Electric (SDG&E) Southern Orange County (SDG&E's service area covers San Diego and southern Orange counties) Source ↗
  • Clean Power Alliance (community choice aggregator) Community choice aggregator offering customers 'high levels of renewable energy' in communities across Los Angeles and Ventura counties (its residential page lists no efficiency rebates) Source ↗

Natural gas

  • Southern California Gas Company (SoCalGas) Most of the metro; SoCalGas serves 21.1 million consumers in more than 500 communities across about 24,000 sq mi of Central and Southern California Source ↗
  • Long Beach Utilities Gas, water and sewer utility based in Long Beach (site lists gas service and a gas emergency line; service-area boundaries not stated) Source ↗

LADWP serves the City of LA; SCE serves most other cities. Several cities run their own municipal utilities with separate rebate programs that this file does not cover (for example Pasadena Water and Power, which describes itself as a community-owned utility, plus Burbank Water and Power and Glendale Water & Power). SCE program eligibility depends on being an SCE customer, so Clean Power Alliance households should check their bill for the delivery utility. Anaheim Public Utilities could not be verified (site blocked automated access on 2026-10-12).

Federal Home Energy Rebates in California

The two federal rebate programs, HOMES (whole-home efficiency) and the high-efficiency electric home rebates (HEAR, renamed HEEHR in 2026), are run by each state, so availability depends on the state. DOE rewrote the rules effective May 29, 2026 (Program Notice 26-2 ↗): no more federal rebates for switching from gas, oil or propane to electric equipment, and insulation and air sealing come before heating and cooling upgrades unless a home already meets a state-set level.

Program: HEEHRA (Home Electrification and Appliance Rebates) and HOMES (Home Owner Managing Energy Savings)

Run by: California Energy Commission (HEEHRA Phase I delivered by TECH Clean California; EBD Direct Install run by three regional administrators)

California received $590 million in total for Home Energy Rebates ($290 million HEEHRA awarded June 2024; $291 million HOMES approved January 2025). HEEHRA Phase I paid up to $8,000 (under 80% AMI) or $4,000 (80-150% AMI) toward a heat pump HVAC system through TECH-certified contractors; it launched October 2024, paused February 2025, resumed March 2025, was fully reserved in June 2025, reopened October 2025 and was fully reserved again on February 24, 2026. The HOMES award is split between EBD Direct Install ($130.3 million, no-cost retrofits for low-income households, projects must model at least 20% savings) and a statewide Pay for Performance program ($90.8 million) that has not launched (solicitation concept workshop held August 8, 2025). Note: the CEC Q&A still says multifamily HEEHRA rebates are available, but TECH's incentives page says they were fully reserved as of September 1, 2026.

Notes worth knowing

  • No time-of-sale energy disclosure rule for homes was found on the LADBS, LADWP or South Coast AQMD pages reviewed.
  • Stale information to watch: LADWP's Consumer Rebate page still tells heat pump buyers they 'may also receive up to $2,000 in Federal Tax Credit' and promotes GO ZERO's $3,000 rebate, but the credit ended with 2025 and GO ZERO's single-family portal closed September 4, 2026.
  • SCE's rebates page still describes Golden State Rebates instant coupons, but SDG&E (the program's contract holder) says its retail offerings have ended.
  • SoCalREN's homeowner page only refers residents to utility programs and GoGreen financing; SoCalREN's own residential offerings are multifamily.
  • Federal IRA-funded HEEHRA single-family rebates are waitlisted statewide.

What our research couldn’t confirm

  • Municipal utilities (Burbank, Glendale, Pasadena and others) have their own rebates that were not researched here.

Los Angeles: common questions

How do I get a home energy audit in Los Angeles?

Start with LADWP Home Energy Improvement Program (HEIP). Run by: Los Angeles Department of Water and Power. Cost: Free ('Receive free energy and water efficiency upgrades'). Who qualifies: LADWP residential customers in a single-family home, condo, townhome or multi-residential building of 4 units or less that has not previously participated; tenants need the owner's written approval. No income test is listed on the page. How to book: Apply online through LADWP's rebates/programs portal or mail the HEIP application to LADWP, Attn: Home Energy Improvement Program, PO Box 51111, Room 1019, Los Angeles, CA 90051-5799; LADWP then schedules the assessment. Our research lists 4 audit programs for the Los Angeles metro, checked October 12, 2026; all of them are on this page.

Are the federal Home Energy Rebates available in Los Angeles?

Closed to new applicants (waitlist only): HEEHRA Phase I single-family fully reserved statewide since 2026-02-24 and multifamily since 2026-09-01 (per TECH); HEEHRA Phase II not yet available; HOMES not available as rebates (some HOMES funds pay for no-cost EBD Direct Install retrofits in selected low-income communities). Checked October 12, 2026. Nationally, DOE rewrote the rules effective May 29, 2026: federal appliance rebates no longer pay for switching from gas, oil or propane to electric equipment, and homes must get insulation and air sealing before heating and cooling upgrades unless they already meet a state-set level.

Is there help for lower-income households in Los Angeles?

Yes. Programs for income-qualified households in the Los Angeles metro include Weatherization Assistance Program / LIHEAP (Los Angeles and Orange counties), SCE Energy Savings Assistance (ESA), SoCalGas Energy Savings Assistance (ESA), LADWP EZ-SAVE (bill discount, unlocks Cool LA rebates) and Equitable Building Decarbonization Direct Install (Southern California). Each one’s rules and contacts are listed on this page, with a link to its official page.

Which local energy rules affect homeowners in Los Angeles?

No local energy rule in our research applies to ordinary existing homes. 3 rules apply only to larger buildings. Proposed, not in force: South Coast AQMD Proposed Amended Rules 1111 and 1121 (zero-emission furnaces and water heaters).

Can I claim a federal tax credit for an energy audit in Los Angeles?

Not for an audit done in 2026. The federal credit of up to $150 for a home energy audit was part of the Energy Efficient Home Improvement Credit (25C), and the IRS says it can’t be claimed for audits paid for or done after December 31, 2025. Public Law 119-21 ended 25C and the Residential Clean Energy Credit (25D) for 2026 work. An audit done in 2025 is claimed on the 2025 return (Form 5695).
