Federal Home Energy Rebates in Florida

The two federal rebate programs, HOMES (whole-home efficiency) and the high-efficiency electric home rebates (HEAR, renamed HEEHR in 2026), are run by each state, so availability depends on the state. DOE rewrote the rules effective May 29, 2026 (Program Notice 26-2 ↗): no more federal rebates for switching from gas, oil or propane to electric equipment, and insulation and air sealing come before heating and cooling upgrades unless a home already meets a state-set level.

Program: Florida Energy Saver Program: HOMES (Home Owner Managing Energy Savings) and HEEHR (High-Efficiency Electric Home Rebates, Florida's name for HEAR)

Run by: Florida Department of Agriculture and Consumer Services (FDACS), Office of Energy

The state portal says both programs 'are expected to launch in the future' and that 'additional information on the program timeline will be made available soon'. Homeowners can only register and fill in a profile to be emailed when applications open. Florida has about $346 million in federal funding. Planned HEEHR caps: heat pump $8,000; heat pump water heater $1,750; electric stove/cooktop/range/oven or heat pump dryer $840; panel (load service center) $4,000; insulation, air sealing and ventilation $1,600; wiring $2,500; up to $14,000 per household. It covers 100% of project cost under 80% of area median income (AMI) and 50% at 80-150% AMI. Households over 150% AMI are not eligible. Planned single-family HOMES limits (20-34% modeled savings / 35%+): under 80% AMI $16,000 / $20,000 (up to 100% of cost); 80% AMI and above $2,000 / $4,000 (up to 50% of cost). These pages carry a 2025 copyright and predate DOE's May 2026 program notices, so final terms (for example fuel switching under HEEHR) may change. On June 8, 2026 U.S. Rep. Kathy Castor said Florida's funding was approved in January 2025 but has been delayed since.

Local energy rules

2 of the 3 rules we found reach ordinary homeowners in some way; they’re listed first.

Affects homeowners

Florida Building Energy-Efficiency Rating Act: disclosure at sale (s. 553.996, Florida Statutes)

Who it applies to Every sale of real property with a building on it, including ordinary single-family homes. It affects homeowners who sell or buy.

Before or when the buyer signs the contract, they must be given information telling them they can get an energy-efficiency rating on the building. The information covers how to analyze the rating, comparisons to statewide averages, ways to improve the rating, and a notice that a rating may qualify the buyer for an energy-efficient mortgage. This is a disclosure of information only. No rating or audit is required.

Official page ↗ · verified October 12, 2026

Affects homeowners indirectly

State preemption of local energy-source and appliance restrictions (s. 366.032, Florida Statutes)

Who it applies to Applies statewide and limits local governments. It affects homeowners indirectly.

Counties, cities and other local bodies may not restrict or prohibit the types or fuel sources of energy that utilities and gas suppliers deliver, or appliances (including stoves and grills) that use them. The only exception is enforcing the Florida Building Code or Fire Prevention Code. In practice no Florida city or county can adopt a gas ban or all-electric mandate for homes.

Official page ↗ · verified October 12, 2026

Not for ordinary homes

City of Orlando Building Energy and Water Efficiency Strategy (BEWES, 2016)

Who it applies to Large buildings only: buildings of 50,000 sq ft and above (IMT also lists city-owned buildings of 10,000+ sq ft). It does not affect single-family homeowners.

Owners benchmark energy use every year in ENERGY STAR Portfolio Manager and report it to the City. The 2026 compliance deadline was May 1, 2026 (exemption requests by April 1, extensions by April 15). Buildings with an ENERGY STAR score below 50 need an energy audit or retro-commissioning every five years (IMT). Non-compliant properties are listed publicly.

Official page ↗ · verified October 12, 2026

Notes worth knowing

  • OUC's ceiling insulation terms differ by source: the website shows $0.10/sq ft with a final level of R-30 or higher, while the April 2026 Ten-Year Site Plan (2025 DSM Plan) says $0.12/sq ft to R-38.
  • The website's rebate list initially shows only six items (heat pump A/C, battery storage, ceiling insulation, duct repair, Efficiency Delivered, EV) behind a 'Load All' control.
  • Florida's IRA rebate program has still not launched.
  • The FDACS portal still says only that both programs are 'expected to launch in the future'.

What our research couldn’t confirm

  • The heat pump water heater, windows and smart thermostat measures from the site plan were not confirmed on the website.

Orlando: common questions

How do I get a home energy audit in Orlando?

Start with OUC free home energy and water audit. Run by: Orlando Utilities Commission. Cost: Free. Who qualifies: OUC customers, homeowners and renters. You need at least six months of consumption history at the property, and solar customers should have their monthly production data ready. How to book: Request by phone or with OUC's online home-audit form. Appointments run Mon-Fri, from 8 a.m. to a last arrival window of 2-5 p.m. During peak season (June-October) bookings can run up to six weeks out. Our research lists 3 audit programs for the Orlando metro, checked October 12, 2026; all of them are on this page.

Are the federal Home Energy Rebates available in Orlando?

Not launched (as of 2026-10-12). Checked October 12, 2026. Nationally, DOE rewrote the rules effective May 29, 2026: federal appliance rebates no longer pay for switching from gas, oil or propane to electric equipment, and homes must get insulation and air sealing before heating and cooling upgrades unless they already meet a state-set level.

Is there help for lower-income households in Orlando?

Yes. Programs for income-qualified households in the Orlando metro include Weatherization Assistance Program: Orange and Osceola counties, Weatherization Assistance Program: Seminole County, Weatherization Assistance Program: Lake County, OUC Efficiency Delivered (income-tiered), Duke Energy Florida Neighborhood Energy Saver, Duke Energy Florida Low Income Weatherization Assistance Program and Florida Energy Saver Program HEEHR (when launched). Each one’s rules and contacts are listed on this page, with a link to its official page.

Which local energy rules affect homeowners in Orlando?

One rule reaches ordinary homeowners. Florida Building Energy-Efficiency Rating Act: disclosure at sale (s. 553.996, Florida Statutes). Who it applies to: Every sale of real property with a building on it, including ordinary single-family homes. It affects homeowners who sell or buy. State preemption of local energy-source and appliance restrictions (s. 366.032, Florida Statutes) affects homeowners only indirectly. One other rule applies only to larger buildings.

Can I claim a federal tax credit for an energy audit in Orlando?

Not for an audit done in 2026. The federal credit of up to $150 for a home energy audit was part of the Energy Efficient Home Improvement Credit (25C), and the IRS says it can’t be claimed for audits paid for or done after December 31, 2025. Public Law 119-21 ended 25C and the Residential Clean Energy Credit (25D) for 2026 work. An audit done in 2025 is claimed on the 2025 return (Form 5695).
