An energy audit first
Every job follows an energy audit. DOE requires that only cost-effective measures consistent with the audit are installed, that health and safety problems are treated, and that every unit is inspected (WPN 26-1).
Federal program · income-qualified
DOE’s Weatherization Assistance Program (WAP) pays for energy-efficiency work in the homes of income-qualified households, through state agencies and local providers. The work starts with an energy audit of your home, and the program was funded for FY2026.
Open Funded, not eliminated: FY2026 money from Public Law 119-74 (signed Jan. 23, 2026). FY2027 runs on a continuing resolution through Dec. 11, 2026. Apply through your state’s weatherization agency.
Under the federal rule (10 CFR 440.22), your household qualifies if any of these is true:
The program’s stated purpose gives special attention to older people, people with disabilities and children. Many local agencies serve renters as well as homeowners.
From the HHS poverty guidelines effective January 13, 2026 ($15,960 for one person, $33,000 for four in the 48 contiguous states and DC), as Pennsylvania’s program publishes them. DOE’s own income page still shows the 2025 figures ($31,300 and $64,300 at 200%). Some states set other limits; check your local agency.
Every job follows an energy audit. DOE requires that only cost-effective measures consistent with the audit are installed, that health and safety problems are treated, and that every unit is inspected (WPN 26-1).
Local agencies list measures such as air sealing, attic and wall insulation, and heating system repair or replacement. Renewable measures are capped at $4,436 within the $8,813 average, and no renewable electricity-generation technology is approved.
The $30 million Weatherization Readiness Fund pays for structural, health and safety repairs that would otherwise force a provider to put a home on hold.
DOE: “To apply for WAP assistance, first identify your state weatherization administrator and reach out to them.”
Check eligibility against the income limits above, or your state’s own limits.
Find your local provider. Your state weatherization administrator points you to the agency for your county; our metro list below names them for 26 metro areas.
Complete the provider’s application, usually with income documents. Some agencies ask for more, such as proof of ownership.
Prepare for the work: an energy audit, then installation by a crew or contractor, then a quality-control inspection.
Local agencies report waitlists: Fort Worth (Tarrant County) is taking applications but warns of very long waits, Travis County gives a timeline of 9 months to a year, Multnomah County warned of up to 4 weeks just for a pre-screen response, and DC says its WAP openings are delayed this fiscal year. Apply early.
The agencies named in our metro research, with the contacts their pages list, checked October 12, 2026. Open a metro to see them; each metro guide has the full set of local programs.

Open Funded for FY2026: HHS released $3,713,859,933 on Nov. 28, 2025 and a final $421,540,067 on Apr. 17, 2026. FY2027 runs on a continuing resolution through Dec. 11, 2026.
The Low Income Home Energy Assistance Program (LIHEAP, run by HHS’s Administration for Children and Families) helps low-income households pay heating and cooling bills, avoid shutoffs and make energy-related repairs. States may spend up to 15% of it (25% with a waiver) on low-cost weatherization.
Who qualifies: households receiving TANF, SSI, SNAP or certain veterans’ benefits, or with income no higher than the greater of 150% of the poverty level or 60% of state median income. States set the exact limits, but can’t exclude households below 110% of poverty.
How to apply: through your state or local LIHEAP office. ACF points to energyhelp.us and the National Energy Assistance Referral line, 1-866-674-6327. LIHEAP doesn’t give grants directly to individuals and doesn’t charge a fee; ACF says to report such offers to the HHS fraud hotline, 1-800-447-8477.
Under the federal rule (10 CFR 440.22), households with income at or below 200% of the federal poverty guidelines, households with a member who received TANF, SSI or other cash assistance under Social Security Act Title IV or XVI in the previous 12 months, or, if the state chooses, households eligible for LIHEAP. Under the 2026 guidelines, 200% is $31,920 for one person and $66,000 for four in the 48 contiguous states and DC, as Pennsylvania’s program publishes them.
The Program Year 2026 average spending limit is $8,813 per home, with renewable measures up to $4,436 within that average. Work must be cost-effective and match the energy audit. A separate Weatherization Readiness Fund pays for structural, health and safety repairs that would otherwise put a home on hold.
Yes. Public Law 119-74, signed January 23, 2026, funded it for FY2026, and DOE’s Program Year 2026 allocations total $369 million. FY2027 began October 1, 2026 under a continuing resolution that funds programs at FY2026 rates through December 11, 2026.
WAP pays for efficiency work in your home, starting with an energy audit. LIHEAP helps pay heating and cooling bills, avoid shutoffs and make energy-related repairs; states may spend up to 15% of LIHEAP money (25% with a waiver) on low-cost weatherization.
