Climate and sizing

Winters are cold enough that output in a cold snap matters, and summers need real cooling. This is a humid climate: a variable-speed system that runs longer at low speed pulls more moisture out of the air than a single-stage one. Whatever the climate, the system should be sized from a room-by-room load calculation (ACCA Manual J), not from the size of the old air conditioner or furnace: an oversized heat pump short-cycles, dehumidifies poorly and costs more.

Degree days: NOAA 1991–2020 climate normals. Climate zone: IECC 2021 (PNNL county list). Housing: Census American Community Survey. Seasonal COP: Seasonal COP for a whole heating season, including electric backup heat and defrost, for a heat pump sized for mild to cold weather. Planning values set slightly below modelled results (Dunsky/CCI 2024) because field studies (RDH for FortisBC; Yukon pilot) came in lower. Above 6,000 degree-days the values rest on one partial-season pilot in Whitehorse, so we use the low end of the band from 7,000 degree-days (Yellowknife).

What heat costs to run in Philadelphia

A typical older house in a cold climate uses 50 to 100 million Btu of heat a year; a house in the South uses far less. PECO's Phase V plan (PA PUC document) lists 'Air Source Heat Pumps (ASHP), Ductless Mini-Split Heat Pumps, and Heat Pump Water Heaters (HPWH)' with 'TRM calculated, measure level rebates', but the readable part gives no customer amounts. Our October 12 check cites plan ranges such as ASHP '$0.00 - $2,192.34' per unit.

The page says 'up to $1,050 in instant savings' (meta description) and that LMI customers may get 'an additional $300 per eligible measure'. Our October 12, 2026 figures could not be re-confirmed: full-displacement ccASHP lesser of $10,000 or 50% (LMI $12,000 or 60%); dual fuel $5,000 or 50%; standard ccASHP $600; ASHP $300 / $450.

Equipment ruleThe program 'requires that your entire heating and cooling system meets the minimum SEER and EER efficiency ratings' (values not shown); 'In most cases, your furnace or air handler must be high efficiency in order to qualify.' The page links to ENERGY STAR. No NEEP or COP rule is visible.

High-Efficiency Electric Home Rebates

The federal rebate (formerly HEAR) pays up to $8,000 toward an ENERGY STAR certified heat pump for income-qualified households, through the state. Since May 29, 2026 it covers only upgrades from existing electric equipment, and the installer must be on the state's contractor list.
