Canada Greener Homes Affordability Program
Active — limits applyFree retrofits for low-to-median-income households through provincial partners in BC, Manitoba, Newfoundland and Labrador, Nova Scotia, PEI and Quebec (Quebec's 2026–27 intake has closed) — not available in Ontario
What it pays
- FreeInsulation, air sealing and heat pumps, installed for qualifying households
The audit question
No audit required
No EnerGuide evaluation is needed to apply. Where an assessment or home visit is part of the program, the provincial partner arranges it.
Who qualifies
Low-to-median-income homeowners and, in some provinces, tenants. Each provincial partner sets its own income limits and home types. NRCan's page (updated October 16, 2026) lists BC (BC Hydro, FortisBC), Manitoba (Efficiency Manitoba), Newfoundland and Labrador (takeCHARGE's income-eligible TakeCharge Greener Homes Program, for projects completed after October 5, 2026), Nova Scotia (HomeWarming and the African Nova Scotian Communities Retrofit program), PEI and Quebec (Hydro-Québec, whose 2026–27 registration has ended). Ontario, New Brunswick, Alberta, Saskatchewan and the territories have no listed partner.
How to apply, step by step
Find your province's delivery partner on NRCan's program page — you apply to them, not to Ottawa.
Check their income limits. BC Hydro's run from $51,100 for one person to $135,100 for seven or more; Efficiency Manitoba's from $46,264 to $122,432; PEI's insulation program requires household income under $55,000.
Apply with proof of income for the adults in your household, plus landlord consent if you rent where tenants are eligible.
The partner arranges the assessment or home visit, then its contractors install the upgrades at no cost to you.
The gotchas
- Rules differ a lot by province: who qualifies, which home types, and whether renters can apply.
- Hydro-Québec's registration for the 2026–27 season has ended; it is processing the applications already received.
- This isn't the old Greener Homes Grant coming back: it's income-tested and only runs through provincial partners.
- Ontario households can't apply.
- Be wary of door-to-door or phone offers claiming to be the program; NRCan says it hasn't approved any third party to contact homeowners about it.
Worth knowing
On June 29, 2026 the federal government expanded the program to Quebec, British Columbia, Nova Scotia and Prince Edward Island, building on its partnership with Manitoba: over $500 million in total, $300 million of it federal, aimed at more than 35,000 low- and median-income households, homeowners and renters alike. In B.C. the federal share ($93.8 million) expands BC Hydro's and FortisBC's free Energy Conservation Assistance Program. The program is moving from NRCan to Environment and Climate Change Canada; questions go to enviroinfo@ec.gc.ca. It is separate from the new National Heat Pump Rebate announced October 8, 2026.
Common questions
Is the Greener Homes Affordability Program available in Ontario?
Not as of October 19, 2026. Ontario has no delivery partner; NRCan lists BC, Manitoba, Newfoundland and Labrador, Nova Scotia, PEI and Quebec.
Can renters qualify?
In BC, Manitoba and Quebec, yes — landlord consent may be needed. PEI's program is for owner-occupied homes.
How do I apply?
Through your provincial partner, not NRCan. The partner checks your income and arranges the work.
Do I need an EnerGuide evaluation first?
No. Where an assessment is part of the program, the partner arranges it for you.
Is Newfoundland and Labrador part of the Affordability Program?
Yes. NRCan's page, updated October 16, 2026, lists takeCHARGE's income-eligible TakeCharge Greener Homes Program as the province's delivery partner. It covers up to 100% of approved upgrades completed after October 5, 2026, including a limited number of no-cost heat pumps.
