The audit question

Audit required

The $99 + HST subsidized home energy assessment, booked directly with one of five approved providers, is the first step for the insulation, window, door and air-sealing rebates. Do the steps in order and wait for approval before starting work: upgrades done before approval aren't refunded.

Who qualifies

PEI homeowners. Book the assessment directly with one of the five approved providers: Clean Foundation, Homesol Building Solutions, RUGreen Energy Solutions, Sensible Home Inspections or Trinity Energy Group. Free home insulation is for owner-occupied primary residences with household income under $55,000 and a tax-assessed value of $300,000 or less.

How to apply, step by step

  1. Book the $99 + HST assessment directly with one of the five approved providers listed on the PEI government page.

  2. Get your assessment report and wait for approval before starting any work.

  3. Have the upgrades done and keep every receipt; hand them to your energy advisor at the follow-up inspection.

  4. Send proof of income and the payment form to efficiencyPEI.

  5. Household income under $55,000? Apply in person at any Access PEI location for free home insulation.

The gotchas

  • Heat pump rebates ended April 15, 2026. A contractor quoting a PEI heat pump rebate on a new purchase is out of date.
  • Bought a heat pump between April 15, 2025 and April 15, 2026? You have one year from the purchase date to apply.
  • Work done before approval isn't refunded, so don't insulate first and ask later.
  • Windows, doors and skylights must be ENERGY STAR version 5 (2020 or newer).

Worth knowing

On April 15, 2026, PEI ended rebates for air-source and ground-source heat pumps, hybrid (heat pump) water heaters, solar water heaters, heat and energy recovery ventilators, and solar energy. If you bought eligible equipment between April 15, 2025 and April 15, 2026, you can still apply within one year of the purchase date. Applications for free heat pumps and the federal Oil to Heat Pump Affordability Program are closed. The insulation, window, door and air-sealing rebates continue after the $99 + HST assessment, at rates the province lists as of June 2, 2025.

Common questions

Is the $99 home energy assessment still available on PEI?

Yes: $99 plus HST, with the subsidy taken off up front, booked with one of five approved providers. Verified against the PEI government's page on October 8, 2026.

What rebates does the assessment unlock?

Insulation rebates based on the R-value you add, $125 per ENERGY STAR window, door or skylight opening (up to $1,000 per property), and $150–$575 for air sealing, depending on how much tighter the house gets. Households with income under $35,000 get higher rates, such as $245 per opening up to $2,000.

Does PEI still have heat pump rebates or free heat pumps?

No. PEI ended heat pump rebates on April 15, 2026, and applications for free heat pumps and the federal Oil to Heat Pump Affordability Program are closed. If you bought a heat pump between April 15, 2025 and April 15, 2026, you can still apply within a year of purchase. Federally, a new National Heat Pump Rebate, announced October 8, 2026, is expected to open in early 2027: $2,000, or up to $10,000 for households below the median income.
