efficiencyPEI keeps the audit-first path cheap: a $99 + HST subsidized home energy assessment through five approved providers unlocks insulation, window, door and air-sealing rebates. Heat pump rebates ended on April 15, 2026; the new federal heat pump rebate is expected to open in early 2027.
Island farmhouses and village homes with long exposure to wind and salt air, a post-war ring around Charlottetown, and one of Canada's fastest heat-pump adoption curves — driven by years of aggressive conversion programs.

Windows $125 per opening · free insulation under $55,000
After the assessment: insulation rebates by R-value added, $125 per ENERGY STAR window, door or skylight (up to $1,000) and $150–$575 for air sealing, with higher rates for household incomes under $35,000. Households under $55,000 can get insulation free, and PEI delivers the federal Affordability Program.
Ended April 15, 2026
PEI ended heat pump, heat pump water heater, HRV and solar rebates on April 15, 2026, and free heat pump and oil-to-heat-pump applications are closed. Equipment bought between April 15, 2025 and April 15, 2026 can still be claimed within a year of purchase.
announced National Heat Pump Rebate (new): Announced October 8, 2026 and expected to open early 2027: $2,000 toward an eligible cold-climate air-source heat pump, or up to $10,000 for households below the median income. Apply online, approval within 24 hours, no EnerGuide evaluation, and it can be combined with provincial rebates. Not open yet. What we know → ↗
closed Canada Greener Homes Grant & Loan: The grant closed to new applicants in February 2024; the interest-free loan (up to $40,000) stopped taking applications October 1, 2025 and its funding is fully committed. Approved applicants keep their funding — new ones can't join. ↗
live Greener Homes Affordability Program: Free direct-install retrofits (insulation, heat pumps) for low-to-median-income owners and tenants, expanded June 29, 2026 with over $500 million, delivered through provincial partners in BC, Manitoba, Newfoundland and Labrador, Nova Scotia, PEI and Quebec (Quebec's 2026–27 registration has ended), with more to be listed. You apply through your province's program, never through cold-callers. ↗
closed Oil to Heat Pump Affordability (OHPA): Closed to new applications July 31, 2026 (approved participants have until January 31, 2027 to submit receipts). It paid up to $15,000 (plus a one-time $250 payment) toward oil-to-heat-pump conversions for income-qualified households. ↗
Each city page covers 16 audit and testing services with that city's own climate, housing age and service organizations. The bar shows its houses by construction era, oldest first.
Local geology, water sources, and climate set the home-health checklist. Each item links to its full guide; the 30-second screener personalizes it to your exact house.
PEI is Canada's most groundwater-dependent province — everyone's water is well water. Nitrates from the Island's agriculture belong on your testing panel as a standing item.
Island sediments vary; homes above the guideline turn up here as everywhere. One winter kit settles your house.
Exposed island weather works older envelopes hard — check moisture paths before insulating, and keep bath fans terminating outside, not in attics.
With heat pumps near-universal in new installs, sizing discipline matters: the F280 calculation keeps PEI's favourite upgrade actually performing.
