City programs in Saanich

Saanich Heat Pump Financing Program

District of Saanich 0% interest financing of up to $12,000 to replace an oil, natural gas or propane furnace or boiler with a heat pump, repaid over 10 years through a property tax levy. Detached, duplex and qualified townhouse or mobile homes; half of spaces are reserved for income-qualified households; a program-eligible contractor is required. Next intake deadline is Oct 13, 2026 (Council adopts bylaws Nov 23, 2026). Administered by City Green Solutions.

Saanich Energy Evaluation Grant (limited offer)

For approved Heat Pump Financing participants: reduces the cost of a pre-retrofit EnerGuide evaluation with a program-partnered Energy Advisor by $350 (standard stream) or $550 (income-qualified stream), plus $75 toward an inaccessible-suite fee where applicable, and a free one-hour results consultation. The grant is paid directly to the advisor; the evaluation must be done within three months.

Home Energy Navigator (Capital Regional District)

Free Energy Concierge service (virtual consultation and support through the whole retrofit) for Greater Victoria residents, run by City Green Solutions for the CRD. There is also a limited free 'Neighbourhood Energy Navigator' offer in select communities: an Energy Advisor prepares a Retrofit Roadmap, F280 heat-loss calculation, electrical panel assessment and duct sizing for homes heated by fossil-fuel furnaces or electric baseboards or furnaces. Saanich's incentives page lists no municipal heat pump top-up in 2026, only this financing plus provincial rebates.
