CleanBC Energy Savings Program
Active — limits applyFree energy-saving upgrades for income-qualified BC households — insulation, heat pumps and more, installed at no cost
What it pays
- No-cost installEligible upgrades (insulation, heat pumps, more)
- $0 on covered measuresYour out-of-pocket
The audit question
No audit required
No audit is required of you — the program assesses the home as part of its direct-install delivery. An EnerGuide evaluation remains worthwhile for planning anything the program doesn't cover.
Who qualifies
Income-qualified BC households (thresholds scale with household size — check the current tables). BC is also a delivery province for the federal Greener Homes Affordability Program, which runs through the same style of direct-install channel.
How to apply, step by step
Check the current income thresholds for your household size on the Better Homes BC site.
Apply through the official CleanBC / Better Homes BC channel (online or via their energy coach line).
The program arranges assessment and direct installation of eligible measures — you don't hire the contractor.
Keep the paperwork: the upgrade record matters at resale and for any later programs.
The gotchas
- Unsolicited callers and door-knockers are not the program — the province warns explicitly against third parties claiming to register you.
- Covered measures are the program's choice based on the home's needs; it's not a menu you order from.
- If your income sits just above threshold, the Improvement Bonus plus utility rebates is your path instead.
Worth knowing
Income-qualified households should start here before any rebate program: free installation beats a rebate on money you'd have to spend first. Beware of cold-callers claiming to 'register' you — you apply through the official channel, never through someone who phoned you.
Common questions
Is the CleanBC Energy Savings Program really free?
For income-qualified households, yes — eligible upgrades are installed at no cost through the program's own delivery, verified September 18, 2026. Nothing about it requires you to buy anything first.
How does it relate to the federal Greener Homes Affordability Program?
BC is one of the federal program's delivery provinces, and both run direct-install support for income-qualified households through provincial channels. Apply through Better Homes BC and you'll be routed to whichever stream fits.
I don't income-qualify — what's my BC path?
The Home Energy Improvement Bonus ($750–$2,000 on measured improvement) plus BC Hydro/FortisBC per-measure rebates. Start with the pre-retrofit EnerGuide evaluation either way.
