The glow shows the usual pattern: older houses tend to be leakier and less insulated. Snowfall scales with heating degree-days. Which Red Deer homes are at risk

Of Red Deer's 31,405 houses (single-detached, semi-detached, row houses and duplexes), 8% were built before 1961 and 46% before 1991, according to the 2021 Census.

  • Built before 1960: probably has lead-based paint (Health Canada).
  • Built 1960–1990: exterior paint may contain lead, and interior paint may contain smaller amounts.
  • Built after 1990: consumer paints were virtually lead-free by then.

How to test

  • Swab kits ($15–$40) give a quick screen of the surfaces you plan to disturb.
  • For certainty, send paint chips to a lab accredited under AIHA's ELLAP program, or hire a firm with an X-ray fluorescence (XRF) analyzer.
  • Test before sanding, stripping or replacing old windows and trim.

If it's positive: lead paint abatement

Health Canada says leaving lead-based paint alone is sometimes safer than removing it, as long as it isn't chipping or within children's reach, and covering it with wallpaper, wallboard or panelling adds protection. Paint that's chipping, flaking or within reach of children is a serious hazard and has to come off carefully; consider hiring an expert before you start.

No province has a lead-paint rule aimed at homeowners, but contractors in B.C. must include lead in pre-renovation and demolition hazard inspections, and in Yukon before demolition. If you do the work yourself, Health Canada's precautions are:

  • Don't use sanders, heat guns or blowlamps: they create toxic dust and fumes. For do-it-yourself work, Health Canada suggests a chemical paint-stripper paste applied with a brush.
  • Move furniture out or cover it with plastic, seal doorways and vents with plastic sheeting and tape, and run a fan blowing out through an open window.
  • Wear goggles, gloves and a good-quality mask, work in 10-minute stretches with breaks outdoors, and don't eat, drink or smoke in the work area.
  • Clean up daily: put scrapings in a sealed container marked Hazardous Waste, follow your municipality's disposal instructions, and wipe surfaces with a damp cloth you throw away.
  • Keep children and pregnant people away until the work is done; Health Canada says there is no known safe level of lead exposure.
